BackgroundIn Australia, the peer review process for competitive funding is usually conducted by a peer review group in conjunction with prior assessment from external assessors. This process is quite mysterious to those outside it. The purpose of this research was to throw light on grant review panels (sometimes called the ‘black box’) through an examination of the impact of panel procedures, panel composition and panel dynamics on the decision-making in the grant review process. A further purpose was to compare experience (...) of a simplified review process with more conventional processes used in assessing grant proposals in Australia.MethodsThis project was one aspect of a larger study into the costs and benefits of a simplified peer review process. The Queensland University of Technology (QUT)-simplified process was compared with the National Health and Medical Research Council’s (NHMRC) more complex process. Grant review panellists involved in both processes were interviewed about their experience of the decision-making process that assesses the excellence of an application. All interviews were recorded and transcribed. Each transcription was de-identified and returned to the respondent for review. Final transcripts were read repeatedly and coded, and similar codes were amalgamated into categories that were used to build themes. Final themes were shared with the research team for feedback.ResultsTwo major themes arose from the research: (1) assessing grant proposals and (2) factors influencing the fairness, integrity and objectivity of review. Issues such as the quality of writing in a grant proposal, comparison of the two review methods, the purpose and use of the rebuttal, assessing the financial value of funded projects, the importance of the experience of the panel membership and the role of track record and the impact of group dynamics on the review process were all discussed. The research also examined the influence of research culture on decision-making in grant review panels. One of the aims of this study was to compare a simplified review process with more conventional processes. Generally, participants were supportive of the simplified process.ConclusionsTransparency in the grant review process will result in better appreciation of the outcome. Despite the provision of clear guidelines for peer review, reviewing processes are likely to be subjective to the extent that different reviewers apply different rules. The peer review process will come under more scrutiny as funding for research becomes even more competitive. There is justification for further research on the process, especially of a kind that taps more deeply into the ‘black box’ of peer review. (shrink)

Sullo scorcio del XIII secolo il patriarca Gregorio di Cipro inviò a Tessalonica un prezioso esemplare di Platone, su cui era riuscito a mettere le mani, perché fosse trascritto. Gregorio commissionò il lavoro a Giovanni Stauracio – figura di letterato anche altrimenti nota – e ad un certo Cabasila, chiamato a collaborare con Stauracio, «come Iolao con Eracle», per la realizzazione di un βιβλίον οὔ τοι ϕαυλον, un «libro non da nulla». Questo passo, scelto tra i molti che si potrebbero (...) addurre, documenta una realtà assai frequente nel mondo bizantino, vale a dire la collaborazione tra più copisti nell'allestimento di un codice. Nel caso in questione l'attività di trascrizione, come testimonia del resto la presenza di una committenza esterna di alto rango, assume la fisionomia di un lavoro vero e proprio, vincolato al pagamento di un compenso. Nonostante ne sia risultato un prodotto αἴσχιστον, «turpissimo» – sappiamo che il libro al suo solo apparire disgustò a tal punto il patriarca che questi avrebbe voluto gettarlo nell'acqua o nel fuoco perché non sopravvivesse a disonorare la propria biblioteca – Cabasila e, almeno in una certa misura, Stauracio dovevano essere scribi di mestiere e le loro, conseguentemente, mani professionali. Ma v'è un dato sul quale occorre riflettere: Stauracio e Cabasila erano solamente in due così come in due, ad esempio, erano gli scribi sicuramente di professione che, alla fine del secolo IX, avevano collaborato alla trascrizione del Vat. gr. 1594 e del Laur. 28.27, splendidi esemplari, specie il primo, della cosiddetta “collezione filosofica”. Di contro, alla trascrizione del codice che meglio di altri testimonia il lavoro e l'attività di studio di Gregorio di Cipro, giacché ne conserva, fra altri scritti, una silloge di testi classici da lui stesso messa insieme – l'Escor. X.I.13 + Φ.I.18 –, hanno preso parte insieme al patriarca almeno altri tre copisti, mentre in sei hanno collaborato con lui all'allestimento del corpus di logica aristotelica tradito dal codice Ambr. M 71 sup. Sembra lecito parlare, dunque, nei casi in cui molteplici siano le mani impegnate a trascrivere un codice, dell'attività più o meno organizzata di un gruppo di copisti, dietro i quali talvolta è possibile individuare “leading figures of scholarship”. Dal momento che gli esemplari usciti da questi ambienti non presentano un carattere univoco – si va da libri di pregio forse scritti su commissione a libri di studio, fino agli “Hausbücher” di cui parla Herbert Hunger – e che i modi stessi della collaborazione tra copisti si rivelano assai variegati, diverse e spesso contrastanti sono state le interpretazioni date del fenomeno. Why would decision makers adopt heuristics, priors, or in short “habits” that prevent them from optimally using pertinent information—even when such information is freely-available? One answer, Herbert Simon’s “procedural rationality” regards the question invalid: DMs do not, and in fact cannot, process information in an optimal fashion. For Simon, habits are the primitives, where humans are ready to replace them only when they no longer sustain a pregiven “satisficing” goal. An alternative answer, Daniel Kahneman’s “mental economy” regards the question (...) valid: DMs make decisions based on optimization. Kahneman understands optimization not differently from the standard economist’s “bounded rationality.” This might surprise some researchers given that the early Kahneman, along with Tversky, have uncovered biases that appear to suggest that choices depart greatly from rational choices. However, once we consider cognitive cost as part of the constraints, such biases turn out to be occasional failures of habits that are otherwise optimal on average. They are optimal as they save us the cognitive cost of case-by-case deliberation. While Kahneman’s bounded rationality situates him in the neoclassical economics camp, Simon’s procedural rationality echoes Bourdieu’s “habitus” camp. To abridge the fault line of the two camps, this paper proposes a “two problem areas hypothesis.” Along the neoclassical camp, habits satisfy wellbeing, what this paper calls “substantive satisfaction.” Along the Bourdieu camp, habits satisfy belonging, love, and bonding with one’s environment, what this paper calls “transcendental satisfaction.”. ABSTRACTAlthough grounded in different philosophical traditions, Alexander Nehamas and Hans-Georg Gadamer each return to Plato's idea of the beautiful, to kalon, in order to reclaim the relevance of beauty for our understanding of art today. Their appeal to Plato challenges the reign of aesthetics that both see inaugurated by Kant's aesthetic theory. Nehamas criticizes the Kantian notion of “disinterest” as a “pleasure bereft of desire” in order to reassert the passionate longing that draws us toward art. Gadamer criticizes Kant's analysis (...) for the way it divides the aesthetic from the cognitive, thereby alienating art and beauty from any claim to knowledge or truth. So Nehamas emphasizes the import of Platonic erōs to a phenomenological account of our experience of beauty. Love, so understood, elides any easy distinction between the sensual and spiritual, between the desire to possess and the passion to know—just as beauty cannot be captured in distinctions between what is and what appears. Gadamer draws out precisely the ontological dimension of the beautiful as self-presentation. In so doing he revives the intimacy of beauty and truth, alētheia, as the movement into unconcealment by which something comes forth into its presence. In the end, I suggest appropriating Nehamas's phenomenological analysis of the erotic to Gadamer's ontological understanding of the alethic in order to renew the relation of erōs and kalon into an account that recalls this Platonic legacy for a contemporary hermeneutics of art. Posing the question of beauty anew, Gadamer pursues a hermeneutic remembrance of the original relation of beauty and truth forgotten by modern aesthetics. For Gadamer, the essential relation of kalos and aletheia is preserved, above all, in Plato. This essay elaborates his retrieval of Plato, re-thinking the splendor of beauty and the illumination of truth from being as an event of coming-to-presence. After discussing his engagement with Heidegger the essay reconstructs Gadamer’s interpretative argument, showing how he interprets the transcendence, radiance, (...) and measure that characterize Plato’s idea of the beautiful as structural features of being as an event of truth. Mehr et al.'s hypothesis that the origins of music lie in credible signaling emerges here as a strong contender to explain early adaptive functions of music. Its integration with evolutionary biology and its specificity mark important contributions. However, much of the paper is dedicated to the exclusion of popular alternative hypotheses, which we argue is unjustified and premature.

Rhetoric, Composition, Life is written for teacher-scholars of rhetoric and composition who grapple with the following question: Can my teaching not only make a positive difference in the lives of my students but also, in so doing, contribute to making the world a better place? This dissertation argues that in order to be able to answer this question in the affirmative with a greater sense of possibility for the future, that a re-understanding of how the world and its populations or (...) multiplicities of "actors" co-exist is necessary. Such conceptual work is needed because, under the influence of critical pedagogy, teacher-scholars in rhetoric and composition have placed too much emphasis on consciousness and its role in the dynamics of subjectivity, agency, and social transformation. In an effort to open a new space for thought and pedagogy in rhetoric and composition, Rhetoric, Composition, Life engages in a protracted performance of encounter and response with the work of Martin Heidegger. The dissertation argues that Heidegger's thought not only invites us to think of the aforementioned issues in more ecological and existential-affective terms, but does so in a way that is rooted in and extends a concept at the heart of Aristotle's ethics and politics: phronesis. What emerges from the project is an ethos of pedagogy and politics rooted in the phronetic dynamics of "question-ability" and "response-ability," one that attends to and works with-in dynamics and rhythms of power, life, temporality, agency, and social change from a non-representational, ecological, and existential-affective perspective. A productive way to think about imagistic mental models of physical systems is as though they were sources of quasi‐empirical evidence. People depict or imagine events at those points in time when they would experiment with the world if possible. Moreover, just as they would do when observing the world, people induce patterns of behavior from the results depicted in their imaginations. These resulting patterns of behavior can then be cast into symbolic rules to simplify thinking about future problems and (...) to reveal higher order relationships. Using simple gear problems, three experiments explored the occasions of use for, and the inductive transitions between, depictive models and number‐based rules. The first two experiments used the convergent evidence of problem‐solving latencies, hand motions, referential language and error data to document the initial use of a model, the induction of rules from the modeling results, and the fallback to a model when a rule fails. The third experiment explored the intermediate representations that facilitate the induction of rules from depictive models. The strengths and weaknesses of depictive modeling and more analytic systems of reasoning are delineated to motivate the reasons for these transitions. (shrink)

We consider the relation between past and future events from the perspective of the constructive episodic simulation hypothesis, which holds that episodic simulation of future events requires a memory system that allows the flexible recombination of details from past events into novel scenarios. We discuss recent neuroimaging and behavioral evidence that support this hypothesis in relation to the theater production metaphor.

User satisfaction as the ultimate goal of recreation planning and management is contested by a discussion of human adaptability which makes it possible for people to adjust to a progressively lower quality of recreation opportunities without loss of satisfaction. Recreation planning and management based on such satisfaction levels are then shown to perpetuate a deterioration in the quality of recreationenvironments themselves. To arrest this trend, a new goal for recreation planning and management is proposed based on the equation of quality (...) of opportunity with diversity of environmental settings. The article concludes with a discussion of this goal in light of the Recreation Opportunity Spectrum (ROS) concept developed recently by members of the United States Forest Service. (shrink)

We apply two contrasting principles of human workmanship, the principles of design and eolithism, to the issue of responsible environmental stewardship. Both principles are described and analyzed in an environmental context with an emphasis on the weaknesses of the more popular design principle and the strengths of the lesser known eolithic principle. We conclude with a discussion of the principles’complementary potential for environmental planning and management.
